CTC promotes training for tank cleaning operators amongst het members

The Belgian tank cleaning federation has decided to promote Scienta's Behaviour Based Safety trainig amongst her members. The CTC is convinced that Scienta's approach will help to increase safety awareness and safe behaviour in the Belgian tank cleaning stations and supports the program. The CTC members are partly compensated for their invetments by CTC.

SQAS revision 2011 into force

As per April 1, 2011 the SQAS revision got into force. The system is unchanged concerning the general approach, but a great amount of changes was introduced. The old system can be used until July 1, 2011.

Amongst the changes following subjects are included:

Before the assessment a pre assessment document has to be filled in
The pre notification period was extended
Per question only one scoring box remains. SHE&Q&Sec. issues are to be scored integrally
An opportunity is given to increase low average scores by means of intermediate re-assessments. The original reports stays valid for a period of three year even if an intermediate assessment will be carried out
The content of the questionnaires changed. Questions were deleted, combined, transferred to other sections and new questions were added.
The guidance is changed to provide more clarity and reference to EU legislation is included

Significant revision SQAS coming up

As per April 1, 2011 the SQAS system will be changed considerably.

All modules of SQAS will be changed. Not only changes in the question and guidance will be implemented. Also systematic changes will be introduced. For example, the required audit time will become more dependant of the number and kind of the activities. Most likely only 1 score per question will be given (in stead of currently 1, 2 or 3). Furthermore it will be possible in the future to update a launched report, after a re-assessment of earlier not scored questions. The overall questionnaire however, will remain valid only for three years after the initial assessment date. Most likely a transition period of 2 months will be set (april and may 2011).

IMPCAS/CDI Tank Container Audit Questionnaire revision 3 launched

In cooperation with the International Tank Container Organisation, IMPCAS launched the 3rd Edition of the Tank Container Operator Audit Questionnaire on December 20th 2010.

Most signficant change is that Chapter 6.2 of the new questionnaire has been enhanced to provide verification of a tank container operator’s compliance with CSC examination and testing requirements.

Moreover, shipping lines actively participating in IMPCAS can now access the Compliancy Dashboard of a tank container operator at www.impcas.org. Via the dashboard, shipping lines can check CSC compliance and establish if an operator is engaged in an examination scheme or program.

The development also allows a tank container operator to upload CSC certificates to the IMPCAS database and facility for shipping lines to view these documents on the dashboard. Shipping lines can enter the dashboard by entering their Username and Password. Tank container operators can upload certificates and control access to the reports by entering their report number and security code.

Commit the safe behavior at MKB business to stimulate is a temporary subsidy measure intoduced. The subsidy is not include the implementation of an RI & E or the purchase in resouces. The subsidy whole has been aimed at the recommendation of this promote behaviour of the advice and support in the implementation of this Regulation for safe behavior. The following acceptance criteria:

• The cost of the consultant relate to the diagnosis, the preparation of an opinion or carrying out a support program.
• The subsidy is 75% of the cost of a consultant with a minimum of € 1.876, - and a maximum of € 4.125, - (excluding VAT).
• The activities must be within 26 weeks after the date of the decision completed to be wouns up
This subsidy can the operator may apply for such an opinion of SCT Consultancy Ltd on the introduction of Behaviour Based Safety in the company. The subsidy is limited and is valid in order of filing applications. The subsidy amount (total amount available) is limited.

Den Hartogh will train all tank cleaning operators according to BBS

Den Hartogh Liquid Logistics and Scienta - the e-learning traiing institute of SCT Adviesdiensten B.V. - have agreed on training all tank cleaning operators of Den Hartogh throughout Europe. Scienta and Den Hartogh will develop together a Spanish version of the training, which will be published in 2010. For more information on the BBS training please visit www.scienta.org.

The digital training enviornment of SCT Adviesdiensten B.V., which is published under the tradename “Scienta”, is updated in August 2010 after a year of experience with the program. The training fits the needs of the tank cleaning stations even better en helps to improve safety in the sector.

Corporate Social Responsibility standard

To fullfil the need of showing that sustainability and responsability are met, the Corporate Social Responsibility standard (CSR) was developed in June 2010. The standard is developed according to the principles of People, Planet and Profit. According to the standard organisation can perform on 5 levels.

Per level the standard points out the requirements. By using the standard organisations can become certified. Certification level 1 and 2 will result in a certificate for 1 year. Level 3,4 and 5 will result in a certificate which is valid for 3 years. Organisations that are certified according to level 1 and 2 have to increase their certification level, otherwise the certificate will be withdrawn after a year and not be renewed. As from level 3 the status quo can be maintained.

The 7 area’s in the standard cover the 8 area’s of the ISO 26000 (the standard that can only be used as a guidance). The standard clarifies what requirements should be fullfilled. The CSR performance model is fit for organisations that work for governmental bodies, financial institutions, non profit organisations and other (inter)national relations.

EN - SCT introduces e-learning environment

SCT Adviesdiensten B.V. has introduced under the name of Scienta an e-learning environment. The training that is offered is focused on the fields of safety&health, quality, environment and security. The introduction training is the free update training on the ISO 9001:2008 standard.

With pride we aanouce the BBS training for tank cleanign operators, unique in Europa. Scienta developed a behaviour based safety (BBS) program for the Tank Cleaning Industry. This unique e-learning training programme fully complies with the standard set by Cefic/ECTA. This training has been constructed to fit all tank cleaning companies.

The programme consists of a theoretical part which the participant can study fully on his/her own. Each module can be self tested after studying and after the entire training a written e-exam must be passed. After passing the exam, the system generates a practical observation checklist. The operational supervisor then observes the behaviour of the cleaning station operator during his/her daily practices. By entering the observation results in the training module the e-training will be concluded. The system generates a BBS-certificate for the tank cleaning operator.

EN - Nieuwe versie ISO 9001: ISO 9001:2008

EN - Er verandert niet zoveel in de nieuwe versie van ISO 9001. Het gaat om een amendering en dat houdt in, dat aan de eisen zelf niet gesleuteld wordt. Wel zijn verduidelijkingen en correcties aangebracht om een juiste en eenduidige interpretatie van de norm te bevorderen.

Op een enkele plaats is de terminologie aangepast en zijn opmerkingen toegevoegd om het begrip te vergroten. Dit is bijvoorbeeld gebeurd in de paragrafen over uitbesteding van processen (4.1), werkomgeving (6.4) en nazorgactiviteiten (7.2.1).

De norm is in december 2008 definitief geworden. Wij hebben hieronder een detail overzicht van de wijzigingen op onze website opgenomen.

Verder bevat NEN-EN-ISO 9001:2008. een nadere precisering van wat de documentatie van het kwaliteitsmanagementsysteem omvat (4.2.1) en welke documenten van externe oorsprong (4.2.3) de organisatie moet beheersen.

Bij de paragraaf over training is ook preciezer omschreven dat trainingen zijn bedoeld om noodzakelijk geachte competenties te verwerven en dat de beoordeling van de effectiviteit van trainingen daarop moet worden gericht. (6.2.2). Bij infrastructuur (6.3) is toegevoegd dat informatiesystemen bij de ondersteunende diensten behoren.

Nuttig is de bij 7.3.1 toegevoegde opmerking die duidelijk maakt dat beoordeling, verificatie en geldigverklaring bij ontwerp en ontwikkeling onderscheiden activiteiten zijn en elk een eigen doel dienen.

In het kader van beheersing van afwijkende producten moeten registraties worden bijgehouden over de aard van de afwijking en de daarop genomen acties, inclusief de gedane concessies (8.3).

Wellicht dat de meest verstrekkende gevolgen voor sommige organisaties gaat over de explicietere eis wat betreft de directievertegenwoordiger. Uitbesteden of inhuren van derden is niet meer mogelijk omdat gesteld wordt dat deze uit het management van de eigen organisatie benoemd moet worden (5.5.2).
